A declaration of a "State of Palestine" was proclaimed in Algeria on November 15, 1988, by the Palestinian National Council, the legislative body of the Palestinian Liberation Organization (PLO). The declared "State of Palestine" is not and has never been an independent state, as it has never had sovereignty over any territory.
